We, the undersigned Citizens of Canada, draw the attention of the House of Commons to the following:

Whereas, the Royal Canadian Mounted Police presently investigates themselves in incidents of death and serious bodily harm occurring to civilians while in RCMP custody,

Whereas, the practice of asking police to investigate themselves deprives members of the public of the transparency and assurance they deserve in the findings of these investigations,

Whereas, the lack of fully independent investigations of alleged RCMP misconduct robs hardworking frontline officers of the public trust and confidence needed to safely and effectively do their job,

Whereas, other jurisdictions have created more effective and substantive police oversight and accountability models and many experts in Canada including the Auditor General of Canada, the former Chair of the Commission for Public Complaints against the RCMP, and the RCMP Commissioner have all publicly supported improved oversight and accountability for the RCMP,

THEREFORE, your petitioners call on the Government of Canada to adopt Bill C-472 to create a Civilian Investigation Service and end the practice of police investigating police.
